No, and the paradrop effects from other aircraft do not work either due to the hard coding.

Yes you can drop parras in the CS C-130J model only as the C-130K has been hard coded so you can only drop them in the J model.
you drop the effect into the effects folder and place it in the Smoke system in the Aircraft CFG.
This is freeware however I cant find it to download anywhere so I have uploaded it for you on slingfile download it from the link below

You can drop any object from any aircraft.

Just add the object into SimObjects/Misc
Save a flight with the aircraft you want to use or drop object from.
Open that saved flight in My Documents/Flight Simulator X Files with notepad,the Microsoft Flight Simulator Application file.
Add these lines to the top of that opened file and save
Change the name to your object in the Sim.cfg title name.
The 100 is the amount.

[DroppableObjects.0]
ObjectSet.0=NAME, 100

Shift+D is the command to drop or assign to elsewhere.
Load your saved flight go fly and drop.

Yes, that we know however it's a pain in the arse keep having to make flights, save flights, adding lines to CFG's everytime you want to fly and drop something. It's a lot better if you can just open up a free flight or MP and press a button and something falls out.....
