Pardon my ignorance if I've missed it, but why are these aircraft based at Prestwick and not lossie?

Lossie is now preparing for the arrival of the P8 to be based here. There is a large amount of building work taking place including new 3 bay hangar, aprons new control tower,improved taxiways etc. Also main runway will be closed later this year for a period with QRA moved to Leuchars and Typhoons locating locally to Kinloss.
