For those with better eyesight than me. Do the digits following the ZJ on the fuselage correspond with the tail 946? If not, why not?

The three digits on the fin correspond to thse of the serial number.
The 'pretty flag' and bars around the fuselage roundel are markings for 12 (B) Squadron, the joint RAF/Qatari AF unit.
