Have you looked on Google Maps here? Streetview is very clear, there's loads of spots around the airfield - and the ArNG ramp is about 100 yards off the main road, behind a chainlink fence.

The Army NG are easy to read from outside, assuming there are any outside (it can be hit and miss). The USCG less so, their ramp is a fair distance away, so any haze will prevent you from reading serials, although if you are lucky you might be able to get one or two from the gate area.
No idea about photos, not really my thing.
