It always amazes me with procurement. In particular this item. We have done without E3 for some time so why buy 3 ?
If 3 are required, why not employ three people to work at the same time with 3 aircraft, all in hangar space ?

We tend to buy the bare minimum (or less) of aircraft , especially large airframes and as a result wear them out quickly. If I remember correctly we were the hardest user of the C130 operators worldwide putting more flying hours on them than the U.S.
The other problem is could we train enough qualified aircrew to operate more aircraft ?
