Q - How to tie up hex codes

I just posted a request for an ICAO hex code tie up, and I was just wondering how the tie ups are done. Is there a registry that I can access online? :S

There are some countries that post lists, or have detachable databases, but none are for military aircraft.

All databases are based on user/member/whatever sightings.

Do you know if the UK has one of these? I know the CAA has the G-INFO registry, but I can't see anything about 24 bit addresses.
