New safety statement

Post by effects » Mon Apr 18, 2016 3:12 pm

posted on FIA site today 18 Apr
'Last week the Civil Aviation Authority (CAA) published a final report following their Civil Air Display Review, which contained a series of measures to improve safety at UK air displays.

Safety governs every aspect of the Farnborough International Airshow and we welcome the final report, which together with an update to CAP403 that states the actual requirements for UK air displays, has been provided in good time to allow us to finalise our air display for this year’s show.

In addition to complying with the new CAA regulations we will continue to implement our own set of Farnborough regulations adapted and created through decades of airshow experience, that go above and beyond those of the CAA.

For the protection of everyone, inside and outside the show, we will continue to adopt the concept of the ‘Farnborough Bowl rule’ that limits where a pilot can fly down to minimum display height and requires pilots to be climbing while moving away from the aerodrome and aerobatic areas. To further increase the safety of people not attending the air show, whether passing by the perimeter, through the local area or living in the vicinity, we have also reduced significantly the area where aerobatics are permitted. Display pilots at Farnborough are monitored by highly experienced pilots in our Flying Control Committee who, as in previous years, will review pilots’ intended displays before they fly at Farnborough and use specialist electro optical tracking equipment to ensure they comply with the Farnborough set of rules.

In compliance with the new regulations there will also be more restrictions for entering areas surrounding TAG Farnborough Airport during display times. We will give detailed updates on restricted areas and any subsequent traffic restrictions closer to the Airshow so that everyone will have time to plan their journeys accordingly.

As organisers of the largest display under CAA regulation we will continue to work closely with them and assist them with the post-implementation review later this year. '

The airshow event has been one of the topics on local TV today (press event held today), and there's mention of road closures, a section of the Basingstoke canal being closed and new area for the aircraft to display in, all very vague information still, I hope the organisers can release further details soon.

Who is going to bother going, given the tiny area to display in, and so far from the (paying) crowds?

I was at Paris last year, and it was a dead loss.. I cannot see that FI 2016 is going to be any different!

How quickly things have changed, even before Shoreham!

Anybody know if the road between the museum and the Swan pub will be open?

From the website

UPDATED INFORMATION REGARDING LOCAL TRAVEL DURING THE FARNBOROUGH INTERNATIONAL AIRSHOW

We understand that information released during our media day has raised questions from both our neighbours and those travelling to Farnborough during the Airshow period. As previously stated, in compliance with the new regulations brought into place following the CAA final report from their Civil Air Display Review, there will be more restrictions for entering areas surrounding TAG Farnborough Airport during flying display times.

These restrictions are expected to be in place between, 12.00 and 16.30 during the week prior to the Airshow, for validation flights, and during the Airshow itself between 12.30 and 17.30.

We have requested that Hampshire County Council close selected roads to all vehicles and pedestrians whilst aerobatic displays are taking place within the dedicated aerobatic flying area. We have also requested the following to be closed with diversions to put in place:
•A section of the A323 Fleet road from its junction with Norris Hill Road and its junction Laffans Road.
•A section of Aldershot Road from its junctions with the A323 Fleet Road and eastern boundary of The Forester public house.

We have also requested that Hampshire County Council close a small section of the Basingstoke Canal between Eelmoor and Norris Bridges and are working with the Council’s cooperation on this matter.

We recognise these restrictions and closures may be an inconvenience, but they are in place to ensure the safety of all. We hope that by publishing these details now it will enable people to plan travel between 4th and 17th July well in advance.

Farnborough International CEO, Shaun Ormrod, said “We are extremely grateful for all the support and advice we receive from both Hampshire County Council and Rushmoor Borough Council in ensuring areas around TAG Farnborough Airport are safe and people are able to continue to go about their business during our show with as little disruption as possible.“

All visitors to this year’s Farnborough International Airshow will see an outstanding flying display. Acts have been specifically chosen who can display within the new regulations without reducing the quality of impact of their performance.

"Acts have been specifically chosen who can display within the new regulations without reducing the quality of impact of their performance."

What does this really mean for the participants, particularly the bigger aircraft?
In this world there's two kinds of people, my friend. Those with loaded guns, and those who dig. You dig.

Im sure someone with a greater understanding than me will be able to answer this, What are the possibilities of 24 being used for display departures and 06 being used for arrivals ? I know that aircraft "generally" land into wind but we did see the QATAR 787 regularly dept off 24 and position back after the display on 06 back in 2012. The runway at Farn is long enough and the aircraft light enough to make stopping not a problem and this would also alleviate the display aircraft overflying the secondary crowd that assembles around the Swan on show days and of course the A325

Just a thought :halo:

There's been a lot of talk about Duxford and the impact the new rules will make, but surely Farnborough is the one that will be affected most, and has the biggest possibility of people encroaching into areas they shouldnt for a view? From all the closures I have seen, and the suggestion that the display is re-positioned to the south west, I can only imagine people will be more likely to try and find a way to be closer to the display area. If that area is the MoD land at the end of the runway, the authorities have an immense job trying to prevent people accessing it from miles around. I can only assume they will be using the army!
The show is watched from outside normally, not by a number of people in a naughty field, but by thousands of people all over a town. If these people notice on the first day that the show is no longer above them, I can only see them migrating to where it is! Surely a recipe for disaster, and if the organisers are as "pro-active" as Duxford, potentially having to stop the display. I think the key here is that these people are not "enthusiasts", or "freeloaders", but people who live locally and have no motive other than "get close to planes".

What I'm getting to in a round about way is that its ok if Duxford lay down the rules for their show and refer to the CAA guidance if someone encroaches, but if Farnborough dont do the same, it makes it a farce and there will be cries of inconsistency. I dont particularly want this to happen, but I do think that unless this year we have absolute outrage and mayhem from a show like FIA, the CAA will point to their guidance as solving a problem (that probably wasnt there in the first place!), and being the saviours of airshows.
