The Localiser is one half of the ILS. It provides guidance to line the aircraft with the runway centreline. The other half is the glidepath which provides information which keeps the aircraft on the ideal approach - ideally 300ft per minute for every mile from touchdown.

In the trade the approach angle transmitters are referred to as Glideslopes and are typically set up to transmit a signal at an approx. bearing of 3 degrees (2.8 degrees iirc is normal) above horizontal from a defined point on the runway dependant on the terrain surrounding the airfield. This is used with the localiser and equipment in the aircraft to guide the aircraft down an idealized approach funnel onto the runway.
