Could it be a converted tank for personal usage?
Fighter jets have converted drop tanks for carrying the pilots personal gear when overseas flying.

When 100Sqn were at Finningley, some of their Hawks had pods under the fuselage. I believe some were baggage pods but some had bits of electronics in them so the Hawk could send out a signal to make it look like something else on a radar return.
