ACMI = Air Combat Manoeuvring Instrumentation

The short answer is the ranges will not reopen. ACMI ranges were expensive to keep open and support, and meant that training all took place in one location.

The newer instrumentation is carried on board the aircraft that does exactly the same thing as the range. It also has two advantages, one the combat exercise can take place more or less anywhere making training more realistic, and two its cheaper.
