RAF plans huge cuts in planes and bases

Air Force chiefs are preparing to cut 10,000 staff — a quarter of their manpower — and close up to five large air bases.

The plans will reduce the RAF’s strength to 31,000 personnel over the next five years, little more than half the level during the recent Iraq conflict and seriously diminishing its capability of fighting another conventional war.

It also intends to retire the majority of its Harrier and Tornado jets early, leaving it with about 80 fewer aircraft by 2025. The cuts are part of a package prepared for the 2010 annual spending round.

They are designed to pre-empt the savage cuts expected as part of the strategic defence review promised by whichever party wins power in next year’s general election.

A senior RAF officer said the plans were designed to save “significant amounts of money, measured in billions of pounds a year” rather than having them forced on the service by the review.

The RAF has 19 flying bases in the UK, but the reduction in aircraft means up to five are expected to be closed and sold over the next decade.

The bases most at risk include RAF Cottesmore in Rutland and RAF Wittering in Cambridgeshire, both of which will close when the Harrier fleet is retired.

One of either RAF Marham in Norfolk or RAF Lossiemouth in Morayshire is under threat because of planned cuts to joint strike fighter numbers. So, too, is RAF Kinloss in Morayshire, with the new Nimrod MRA4 expected to move to RAF Waddington in Lincolnshire.

One plan under consideration would see all RAF fast jet training moving to RAF Valley in Anglesey, leading to the possible closure of RAF Linton-on-Ouse and RAF Leeming, both in North Yorkshire.

Other proposals would see all the RAF’s Merlin helicopters move from RAF Benson in Oxfordshire to a joint RAF- Royal Navy station at what is currently Royal Naval Air Station Culdrose in Cornwall.

The proposals were ordered by Air Chief Marshal Sir Stephen Dalton, the new chief of the air staff, and the air force board ahead of the 2010 spending round.

It comes with the RAF ordered to find £200m in cuts to relieve pressure on the defence budget and ensure all possible available resources are diverted to Afghanistan.

Short-term cuts will see reductions in the RAF’s flying schedule, the grounding of Nimrod MR2 aircraft and Puma helicopters until April, and the mothballing of four of its seven Boeing E-3D Sentry Awacs airborne warning aircraft.

Senior RAF officers believe that whichever party wins the general election it will have to make cuts to defence because of the economic situation.

Think you'll find it's all true, in fact if you dig back into the old FC far enough you'll see that I (and others) have mentioned all these things before. It was already established that the Tornado and Harrier would be gone by 2025 and that both Wittering and Cottesmore would go. Linton was also expected to go and I've always said that the political move to keep Kinloss open was a joke which would wear thin eventually. I don't see anything at all in this which is new to be honest, other than moving helicopter assets to Culdrose - Lyneham was the tipped destination.

I think the only question mark surrounds the F-35 and what finally happens to this sorry story. I don't think anything is certain yet and I'm still not convinced that the RAF will get any. I think it more likely that the RAF's front-line equipment will ultimately comprise of just one type - the Typhoon. If this does finally happen then both Lossie and Marham will doubtless go. It will be a minor miracle if Leuchars survives long term too. It's been something of a dark joke for some time that we're moving towards "RAF Lincolnshire" and that's probably what we will ultimately be left with in operational terms, apart from Brize Norton - and nothing else. When the Red Arrows Hawks run out of hours (in a few years) they will go too, and it follows that BBMF must be the next target after that.

I would think that the only questionable part of this story is the "grounding" of the Nimrod and Puma until next year. Cutting-back on operations might be likely but abandoning all training would surely create more difficulties in re-starting activities next year, and given the situation in Afghanistan, it seems rather odd to be considering cutting-back on Puma operations back in the UK.

I remember being told by a very senior RAF official more than four years ago that this was the way things were going, so it comes as no surprise. In terms of aircraft spotting and/or photography it really is a case of grabbing it while you can!

As a side note, I got told last week that 2 x vc10's are due to be scrapped next year and that the first 5 a330's (when they get delivered) wont even be used as tankers! The tanker/transport fleet is busy 24/7 as it is, without premature scrapping of airframes.... :unsure:

Why are we slashing our own defense assets to pump more into the pointless losing battle that is Afghanistan.

One simple solution - lets get the hell out of there!

The public have done these votes and written to MP's countless times and what have we got back for it? Ignorance.
No matter how much the public do these oppositions the Government will NOT agree and turn the table back...especially when it comes to defence and the budget.

I'm all up for a revolution if the forces can't!

The public pay for everything we have in the defence but the Government don't want to listen. They like to spend our money as they wish... even when it comes to the defence of this country, especially in times where we are fighting terrorism (against the public) and any conflict.

I agree with Razor on this one, i've signed petitions before, but only as i felt it a duty, i enjoy watching the military just as much as most people here, but i feel that the government are never going to listen to the ordinary person like me, my biggest irritation is that i don't feel listened to by the people running this country anymore :(

I was the 26th person to sign the petition mentioned above, however I have severe doubts about these No.10 Downing Street petitions - I have signed literally dozens of them, and not one has been taken any further by No.10.

Like everything from New Labour, it's just another way of lying to us and deceiving us further by promising openness and transparency whilst giving nothing.

I feel writing to our MPs is a more effective means - bearing in mind both Lossiemouth and Kinloss are in my parliamentary constituency I'll certainly be contacting mine as closing either base let alone both would devastate our local economy.

The election is unlikely to make any difference if (when!) we have a change of Government. Either way - the spending review is inevitable.
